2023 Data for Hope™ Competition: Homelessness in Atlanta

Understanding trends over time and the impact of the pandemic and economic downturn on the unhoused

In 2022, Atlanta city officials, using the Housing & Urban Development Point in Time (PIT) estimates, stated a significant decrease in homelessness due to pandemic relief and state funds for the unhoused.

The estimates for the unhoused population in 2022, collected by the organization Partners for HOME, counted 2,017 people sleeping in Atlanta’s streets. This number represents a 37% drop from the 3,240 unhoused persons the nonprofit tallied in 2020. PITReport2022

However, non-profit organizations in Atlanta, like the Justice For All Coalition and Atlanta Mission, argue that the official count overlooks encampments and the “hidden homeless” population, among others, leading to a skewed perception of the problem. AtlantaMission

Five years ago, ATLytiCS conducted a successful competition on this topic. This year, the competition seeks to update previous findings and shed light on the evolving situation of homelessness in the city.

Prizes: Winners for the first and second place will be presented at the 2023 Southern Data Science Conference September 5

Rules

  • All work must be original.
  • Must be 18+ to participate.
  • All submission deadlines must be met.
  • Entry submission will include:
    • Source code
    • Slide deck
    • Video presentation. Videos must be saved to YouTube as unlisted and viewable by anyone with the link.
  • Data can be augmented only by open sources and must be cited.
  • Teams may have 2 to 4 members with at least half in the Atlanta area
  • Team membership may not change after the start of the competition.
  • Teams may not collaborate with other teams.
  • Paid consulting, advice, suggestions, coaching or other support are not allowed.
  • Teams may be disqualified by the competition administrators for unsportsmanlike conduct, ethical concerns or other reasons.
  • All participants must be authorized to work in the US for submissions to be considered.
  • Winning project participants will be required to submit a W4 and will receive a 1099 for funds. If a participant is ineligible to receive a 1099 by IRS rules, the prize will be divided among eligible team members
  • Current ATLytiCS volunteers and employees (those with an atlytics.org email address) are not eligible for prize money. If you have questions, email [email protected]
  • Winning prize money will be divided equally among eligible team members
  • At least one participant should be available to receive their team prize at the Southern Data Science Conference the afternoon/evening of Sept 5, 2023.
  • The registration form collects the required information, including the names of the team members. If you don’t have a team yet, you’ll be given an opportunity to form one after registering.
